Alicia Payseno was hired in April 2021 by Mayor Ken Kincade to serve as the Director of Economic Development for the City of Cabot.  With this role, Alicia strives to foster a pro-growth environment through business expansion, leadership collaboration, commercial recruitment, and community development programs to grow the vison of Cabot.  As an extension of the work that she does for the city, she was appointed to the MEMS - Metropolitan Emergency Medical Services Board of Directors.  She also sits as a city advisor on the Cabot Mayor’s Youth Council, Cabot Advertising and Promotion Board and the Cabot Chamber of Commerce Board.  In addition, she holds the Regional Community Advancement Chair for ICSC-Innovating Commerce Serving Community, is on the Executive Board for MLRA-Metro Little Rock Regional Alliance, the Little Rock Air Force Base Community Council, International Economic Development Council, Skal International Arkansas, Arkansas Commercial Real Estate Council of Metro Little Rock and is on the CDI-Community Development Institute at UCA Alumni Network Advisory Board.  

Prior to her relocation to Cabot, Alicia was the Executive Director for the Maumelle Area Chamber of Commerce where she advocated for her community and businesses for over a decade.  Through her tenue she founded the Maumelle Area Leadership Program, EPIC (Engaging Professional Inspiring Change) Leadership Series, Maumelle Area Chamber of Commerce Educational Committee, Maumelle Youth LEAD (Leadership Entrepreneur and Activism Development Program), WAM (Women About Maumelle) Networking Group and the SHOPSMAumeLLe Small Business Program. During that time, she also represented students and families as the elected seat for Pulaski County Special School District Board of Education from 2016- 2021.  

Over her career she has received many acknowledgements and certifications that have highlighted her passion for her community.   Her most noted accomplishments include the PCSSD Retta Patrick Volunteer Award in 2015, that is presented to individuals who have contributed the highest number of volunteer hours in the district.   Alicia is also a graduate of the Community Development Institute at the University of Central Arkansas that focuses on community and economic development training.  In 2023, she received her PCED Certification designating her as a Professional Community & Economic Developer.

Alicia was born and raised in Sacramento, California but has called Arkansas home for 30 years. When not in Cabot, she has a passion for traveling around the county, enjoying weekend excursions outdoors, and exploring the Natural Sate.  Most of her spare time is spent with her three amazing daughters and grandson.
